Irina Roibu is an international security and border management expert with over 22 years of experience working across governments, security agencies, international organizations, and giga-projects, including NEOM. Her professional background spans border security, institutional reform, large-scale security systems, and complex transformation programmes.

A former Principal Commissioner of the Border Police of the Ministry of Interior of the Republic of Moldova, Irina has held senior operational, advisory, and coordination roles across national and international security environments. Through her work with UNHCR, she contributed to the strategic coordination of the refugee response, while through UNOPS she supported and advised the United Nations Office of Counter-Terrorism on security-related initiatives. She has also worked with the Organization for Security and Co-operation in Europe (OSCE), participated in Frontex joint operations, and contributed to national and international security initiatives in complex, high-risk, and politically sensitive environments.

Her work focuses on security governance, border management, and intelligence-led, risk-based decision-making. She assesses security threats, institutional vulnerabilities, and operational gaps, designing governance frameworks, operating models, and transformation programmes that align policy, command structures, and operational realities.

Her expertise includes integrated border management, border security governance, mobility systems, security engineering, risk assessment, intelligence-led security frameworks, inter-agency coordination, institutional diagnostics, digital identity, digital transformation, and large-scale system integration.

Irina holds a Bachelor’s degree in Law and a Master of Advanced Studies in International and European Security from the University of Geneva and the Geneva Centre for Security Policy.
